


Fans deserve a seat at the table: The CMS Committee's Fan Led review calls for change
Thousands of music fans across the UK spoke up and now it’s led to something real.
After a year of engagement with thousands of music fans across the UK, the independent fan-led review of live and electronic music has officially landed and it’s sending a clear message:
Commissioned by the DCMS Committee and shaped by real fan voices, including the Music Fans’ Voice survey this is the first time fans have been given a structured platform to influence how the industry and government operate.
And the message is loud and clear: the system isn’t working.
The review finds that fans often feel ignored, overcharged and undervalued, despite being the lifeblood of live music.
In response, it sets out a Fans’ Charter, nearly 50 recommendations designed to protect, reform and future-proof the UK’s live and electronic music ecosystem
These recommendations are built around seven key areas:
Celebrating live & electronic music
Ticketing reform
Grassroots protection
Safety
Accessibility
Transport
Fan voice
Together, they form a blueprint for a fairer, more sustainable scene.
One of the most significant proposals is the creation of a Music Fans’ Association, a body that would formally represent fans in policy and industry decision-making
For the first time, fans wouldn’t just be participants in the scene, they’d have power within it.
This is a fundamental shift. And it’s long overdue.
The review doesn’t hold back. It calls for real, tangible action, including:
Ending ticket resale above face value
Stronger protections for grassroots venues through planning law
Better access and safety standards at events
Fairer treatment of fans across the live music experience
It also reinforces the urgency of protecting grassroots spaces with venues continuing to close at an alarming rate.
This isn’t theory, it’s built on real insight.
The review draws from:
A national survey of over 4,000 fans
UK-wide engagement events
Grassroots fan contributions
Including the Music Fans’ Voice campaign, helping ensure this reflects the lived experience of the people who power the scene.
And the sentiment is overwhelming:
The government has two months to respond to the findings.
With local elections approaching, this is a critical moment to push for action, not just acknowledgement.
Because without intervention, the future of UK live music, especially at grassroots level remains at risk.
This review is a milestone.
But it’s not the end it’s a lever.
Now it’s about turning recommendations into reality.
Fans, artists, venues, promoters everyone has a role to play.
