
SOS welcome the announcement of the Fan Led Review
We are delighted to hear of today’s announcement of a Government Fan Led Review launched by MPs with the aim of improving the sustainability of the grassroots to safeguard the success of the wider UK music industry.
On April 23rd, 2025 – An in-depth survey entitled ‘Music Fans Voice’ provided insight into the behaviours, perceptions, concerns, motivations and opinions of the UK’s live music concert goers. With over 8100 respondents, this was the largest UK fans music survey in recent history. The survey made substantial progress in identifying the priorities and views of music fans in the UK and increased Governments’ current understanding of the UK music ecosystem.
Save Our Scene were delighted to have supported the roll out of the Music Fans’ Voice survey and look forward to supporting MPs further in any way we can.
We’d like to thank the Chair of the Culture, Media and Sport (CMS) Committee Dame Caroline Dinenage, the review chair Lord Brennan of Canton, and the CMS committee members for recognising music fans as a core stakeholder in the UK Music Industry and for giving music fans a voice in the future direction of travel. We believe this is a vital next step in making sure that fans are at the heart of decision making on issues that affect them.
We look forward to working with the industry, Dame Caroline, Lord Brennan, and the wider Review team, to discuss the findings of the Music Fans Voice Survey to ensure that this data set sits as part of the foundation for the Fan Led Review and will be taken into account when discussing scope and terms of reference of this significant piece of work. We would like to recognise the 20,275 hours of time, that was given to this research by music fans around the UK and the support and efforts from the 11 local authorities in generating this data set. Music fans’ voices have been listened to by MPs and the CMS Committee, and we look forward to bringing these fans along for the next step in this vitally important journey. Music is nothing without the fans and we are delighted that MPs agree and have given fans a seat at the top table.
The Music Fans Voice Survey was a wide ranging initiative built upon on recommendations from the UK Parliament’s Culture, Media and Sport Select Committee for a fan led review of live and electronic music, and was designed and implemented by CGA with NIQ. It was commissioned by local authorities in 11 UK cities including Manchester Combined Authority, The Mayor of London, Cardiff Music City, Liverpool City Region Combined Authority, West Midlands Combined Authority, Tees Valley, Combined Authority, Belfast City Council and Glasgow Music City, with support from West Yorkshire Combined Authority, Brighton City Council and Southend City Council.
The survey was devised by four rounds of music industry feedback supported by LIVE and UK Music. It has also been reviewed by the Department for Culture, Media and Sport, the Culture, Media and Sport Select Committee and Dr Lucy Bennett (Cardiff University).
